Phoenix is the state capital of Arizona and home to more than 1.5 million people. It’s known for having year-round sunshine, which is particularly favorable to seniors with seasonal allergies. The city is also home to a wealth of recreational and cultural attractions. Lovers of great architecture can visit Taliesin West, the winter home of Frank Lloyd Wright, while golfers can play a few rounds on one of the Jack Nicklaus-designed courses at Desert Mountain.
Although age isn’t a barrier to good living, some daily tasks can become more difficult, such as cleaning. Assisted living communities enable independent seniors to reside in pleasant surroundings while having people on hand to cook and clean for them, freeing their time to do other things. The 2020 Genworth Cost of Care Survey revealed that assisted living costs in Phoenix average at $3,700. This is a monthly savings of $200 when compared to the state average of $3,900 and $600 compared to the national average of $4,300.
This guide covers costs in more detail, in addition to the benefits and drawbacks of living in Phoenix. It also lists some resources for seniors and their families.

We went down to Pacifica Senior Living Paradise Valley today. I liked it. The people were friendly. It was very nice, very open, and a very homey environment. They had a studio and a one-bedroom. They were very nice and I had no problems with them at all. They showed the activity room and there was some exercising, they had bingo night, Super Bowl party nights, and they had dancing. I saw a library. They encourage you to walk, which is good. The menu looks very nice and very healthy.

My mother loves Park Terrace at Greenway. It’s fantastic. Her hospice nurses love Park Terrace and loves the partnership they have with them. It doesn’t just go beyond the lobby. A lot of these places, once you got past the lobby, they were pretty scary, but this one, the lobby is beautiful. The people are fantastic and very attentive. It’s just a great place. The dining area is probably a 1980s type dining area, so it’s really not as updated, but the food is good. The place is nice, and her room is beautiful. It’s got beautiful countertops, two rooms, and a walk-in bathroom with a walk-in shower. It’s really nice.
There are a couple of pools and a spa, art classes, movie nights, a theater, they bring in bands, they bring in plays, they have cooking and knitting classes, and small and large group events. They provide COVID vaccine shots too. The grounds are gorgeous. The people have weddings there still because the grounds are so pretty. They’ve got huge balconies off the rooms. The staff is very caring. They all gave me their personal cellphone numbers, and I literally texted one at 9:00 at night when she was in her house because I thought she was on duty, and she came back to the Park Terrace to meet with me. Even the owner is very involved. She wants to make sure that people are happy and that he’s meeting their needs.
Mom is on a pureed dinner. I haven’t eaten there, but the options look really good, and none of the people there were complaining. They all seem to like it, and the food looks pretty good. They even have volunteers that go around from room to room and check on people, so I was impressed with that. It’s really in line with every other place for the level of assist we need. It’s right around $4,000 a month, which isn’t cheap, but if you’re not in assisted living, it’s $2,600 a month, which is not bad from everything else we’ve seen.

We moved mom to The Palazzo. We chose it because of the size of the facility, the activities, and the size of her living space. We had a little bit of trouble because they made some mistakes in her initial intake. They quoted her as independent living instead of assisted living. That was their mistake, so the care that we expected her to receive the first week did not happen. It took about a week to get everything straightened out. I was a little upset about the mistakes that the administration made going into this. There’ve been some issues with medication distribution. The administration told me they took care of that and the last couple of days, everything’s been fine.
It was a rough start getting her in but the administration was very responsive to my concerns and for the last two days, it’s been better. My initial experience with them has not been good, but with me reaching out and talking to them and working through things, they’ve been very responsive to making the needed corrections. The caregiving staff is amazing. The other residents are all amazing, extremely friendly, and welcoming, so that part of the experience has been wonderful. The part that has not been wonderful is the level of care that we expected because they made a mistake. As they correct that mistake, hopefully, we won’t have issues with the level of care.
The individual apartments are not modern or updated, like the fixtures and the tiles. The common areas have been upgraded and are new and the furniture is new. The common areas are great, but the individual apartments are a little bit dated. The food is amazing. I’ve eaten with her every day there and the food is really good. All of the activities are in one building, so she only has to remember one place to go. Even if she doesn’t know what’s going on, she knows that she can go to this one central area and there’s always gonna be something going on.

My dad was at La Siena for only three months. It’s a good and well-rounded facility. I didn’t live there, but my dad did, and based on what I saw from picking him up and visiting him, they were very strict when it comes to COVID-19 guidelines for obvious reasons. According to my dad, the staff there was okay. My dad had a caretaker with him for fifteen years and it was kind of hard to replace her. Obviously there was a bit of a change going from her to people he doesn’t know.
His room was nice and large. The dining area was clean, and my dad said the food was okay. It’s his first time living in a public facility, so for him to get used to the food is a little different because he’s never had it, but it was fine.
The facility was fine, too. It’s just that under the circumstances of COVID-19, it makes facilities a lot less enjoyable because of all these guidelines that everybody has to follow. Everyone is always walking on eggshells, having to do extra just to go outside and enjoy themselves, wearing masks, signing in, taking temperatures, and all that. La Siena did the best that they could while at the same time trying to keep people safe and healthy, and my dad just really didn’t do a whole lot during his stay there. If none of this happened, he could have enjoyed the facility a lot more.

She wanted to make sure she answers all your questions and shows you everything about the facility.
You could tell how clean these places are by how they smelled, and this smelled excellent. It’s in a very nice part of town and it’s very easy to get to. There are quite a few places to go shopping or that sort of thing. So, it’s very well located.

The employees were great, too. I can’t complain. I had dinner there like one or two nights. I’m not a big meat eater, so I had the veggies and potatoes. My dad didn’t complain and he was fussy either, so I guess it was very good. I would recommend anybody who has to place their parents somewhere to definitely look into this place.

The only person that I spoke to at Arcadia Estate — in addition to one of the tenants — was Michelle. She was very accommodating and very nice. She knew what she was talking about when I explained that my father-in-law had dementia and he needed some kind of care or medication for that. And they have a 5-step memory care program, which mean they take care of the really bad ones that don’t even remember who they are — which of course anybody that has dementia is going to get to that point — and they are equipped to take care of that. They have a locked floor in their facility for the wanderers like my father-in-law or the people who want to get out in the street and they can’t because they don’t know where they are going and what they are doing so they are a risk to themselves and to other people. They have a whole floor of them, and they have a backyard for them to go out in so they can go outside, but they just can’t go out in the street. You can’t put a person who’s going to wander just anywhere, and they’re able to do that, so I very much like that. They have everything that anybody could use. I saw one of the rooms as well because there’s a tenant there that apparently likes when people come and visit her room, and she was very nice. The rooms were a little on the small side, but it’s only the one person, and they don’t even know where they are at half the time, so what’s the difference? It would have worked out perfectly because my father-in-law doesn’t cook, so they have a microwave, a refrigerator, and a sink. She also had a bed and a little balcony, and she was lying on the floor and watching TV, so it’s perfect for one person. They have their own private bathroom so they don’t have to share, and I liked that too. This place just happened to work out perfectly for me.

After I went there and had a tour I didn’t even want to look at other places, because it was perfect for my mom. She has her own private room, bathroom, walk-in closet, and a mechanical bed they put in special. She’s going to get her medications there, and we’re really happy with it so far. I met the doctor, his mother, and his wife (who also works there). Two of the caregivers were very nice, and I think it’s a really good fit for my mom.

Tramonto Assisted Living was modern, clean, and efficient. The staff was fine. They spoke broken English but were very understandable. They seemed caring and they seemed to be very busy. I have no complaints about the walkthrough. I don’t have any complaints with the staff for the short time that we interfaced with them.

Placing your loved one at Maryland Gardens is a difficult decision. Often, it is the only choice for a person with behavior issues that are inappropriate for traditional assisted living homes. Given that this may be a ‘placement of last resort’ it could be hard to trust the community’s promises of quality care and rehabilitation. They are working with residents who are unwelcome virtually anywhere else and are unsafe to live independently.
Yet, Maryland Gardens consistently receives awards for excellence in care. Their staff doesn’t just ‘do what they can’ the do what is best. On a recent visit I was able to observe the staff interaction, learn about the programming and therapy and was surprised to learn that not all residents are permanent. Once the behavior problem as been resolved, he or she can return to their previous living environment or one that is appropriate for their needs.
Those who are apprehensive about having their loved one in a community such as this should feel at ease knowing they are receiving a tailor made program designed to improve the behavior or problem and their loved one will receive excellent care during their stay.

What to Consider About Assisted Living in Phoenix
The overall responsibility for ensuring assisted living communities maintain standards falls to the Arizona Department of Health Services. The bulk of the work is taken on by its Bureau of Residential Facilities Licensing, which has the power to issue licenses and revoke them if the facility continually violates standards.
Benefits and Drawbacks of Assisted Living in Phoenix
Seniors in Phoenix have easy access to some of the best medical facilities in the country. There are more than 20 hospitals within the city limits and the surrounding area. These include the Mayo Clinic-Phoenix, ranked #1 in the state and #16 in the country by U.S. News & World Report.
According to Sperling’s Best Places, the cost of living in Phoenix is above the national average. If 100 is the average, Phoenix comes in at 103.7, which is also slightly above the state average. The city’s score is likely due to transportation costs. When other necessities of life are calculated, such as groceries and health, Phoenix outperforms the national averages.
To counter the above-average travel costs for seniors and the disabled, the City of Phoenix offers several transportation subsidy programs. There’s Dial-a-Ride, which enables disabled Phoenix residents to get around for $4 per trip. Adults aged 65 and over can use Senior Ride to get anywhere in the city, and members of senior centers can use the Senior Center Shuttle, which can bring them from their homes to the center and back again.
Crime statistics, particularly for major cities, never make good reading. However, it’s always worth remembering that seniors are less likely to be victims of violent crime than any other age group and that property crime tends to target areas, not individuals. According to Neighborhood Scout, the national median for violent crime is 4 per 1,000 residents, while the figure for Phoenix is 7.02. For property crime, the national median is 21, while it is 33.3 in Phoenix. The city, like all cities, has its safer areas. These tend to be congregated to the north, towards Scottsdale and Sun City West, and to the south in the direction of Chandler. Assisted living facilities also keep this in mind, and many have security measures in place to ensure residents’ safety.
Sperling’s gives Phoenix a score of 46/100 for air quality. However, it gets a score of 65/100 for water quality. The U.S. average is 55.
Paying for Assisted Living in Phoenix
Assisted Living in Phoenix costs an average of $3,700 per month, but this varies between facilities and cities. It’s worth comparing them to get a sense of costs, in addition to comparing assisted living prices with other types of care.

Financial Assistance for Assisted Living in Phoenix
Arizona has a variety of resources for senior citizens, some of which may help make the cost of assisted living more affordable. The AHCCCS may also have programs that provide financial help to seniors seeking assisted living.
While many families use their own funds or personal assets to pay for assisted living, there are plenty of additional options to cover these costs. Some additional ways to finance assisted living costs include:
Veterans Benefits
Life Insurance Policy
Long-Term Care Insurance
Reverse Mortgage

Free Assisted Living Resources in Phoenix
The following resources are some examples of the help families can access in Phoenix. If families are eligible, the resources can help with the costs of assisted living. They can also help to protect their loved ones.
SHIP is a program for seniors in Phoenix who already have a Medicare plan and those who are ready to enroll in one. Counselors provide their services free of charge. These include one-on-one and confidential meetings with seniors to discuss their current circumstances and their coverage needs. The counselors can then advise seniors on the most appropriate plans, which may include private health care insurance. However, the counselors won’t try to sell insurance. They can also help seniors enroll in Medicare and submit appeals.
The Long-Term Care Ombudsman is an advocate for the rights of seniors living in residential care facilities. Ombudsmen visit facilities to speak directly to the residents, ensure they know their rights and investigate their complaints. Families comparing assisted living facilities can also use AZ Care Check, a searchable database of assisted living facilities, including information the Department of Health Services holds about them, which may include deficiencies.
The VA Aid and Attendance benefit helps U.S. military veterans and their spouses meet some of the costs of their residential care facilities. Payments can differ between individuals, with the maximum payments being $1,881 for a single vet, $2,230 for a couple and $1,209 for a surviving spouse. Vets unsure if they qualify can check by using the free tool on the VeteranAid.org website.
Arizona Long-Term Care (ALTCS) is a Medicaid program that can help seniors who qualify reside in an assisted living community with some or all of their costs met by Medicaid. It’s available to adults aged 65 and older whose incomes fall within the limits of the program. Successful applicants must also prove that they need nursing home levels of care, are U.S. citizens (or legal residents) and reside in Arizona.
Assisted Living Laws and Regulations in Phoenix
