Caring’s 2021 Senior Living Report includes Houston in the top 20 best places to retire in Texas. Seniors who make it their home find a vibrant and culturally diverse city teeming with entertainment venues that regularly host concerts and shows involving local and international talent. The 2020 Genworth Cost of Care Survey reveals the typical monthly fee for home care services in Houston to be $4,290, which is $95 per month more than the Texas average of $4,195. Although home care is similar to home health care, the latter also provides basic medical care — which is another of the city’s attractions, boasting many nationally ranked medical facilities, such as the Houston Methodist Hospital.
Below we’ve compiled a comprehensive directory of every home care provider in the Houston area – complete with services offered and reviews from families who’ve actually used the service. In addition to our in-depth provider listings, we’ve compiled resources to help seniors and their families to access all the tools they need to age in place safely and gracefully.

We’re using Kindred at Home. We’re with them for two weeks now. The caregiver’s name is Aileen. She’s been punctual, she keeps Mom very busy, she helps her around the house, and they’ve run errands together. Everything’s been taken care of beautifully. My mom is 94, but she’s very active. Aileen has been helping her straighten out her house. My mom has been in the same house for 30 years and we’re starting to organize and give things to charity. Mom still enjoys doing the laundry, and so Aileen is right there at Mom’s elbow to make sure she’s not picking up things that are too heavy. Aileen is very respectful, letting Mom do what she wants to do, not overpowering her or telling her ‘you can’t do this, you can’t do that.’ She has been almost like a partner as opposed to a caregiver.
We started about two weeks ago with two days a week from 8:30 in the morning till 8:30 at night, and she stays right up until 8:30. Aileen has showed us how she logs in and out using the telephone. She’s stayed here the entire time. When there are errands to be run, she always asks Mom if Mom wants to go with her, and most of the time Mom rides in the car and Aileen drives. I think one time Aileen ran to the post office, but that’s only a five-minute trip. Mom usually takes a nap in the afternoon, and I told Aileen that she could take a break, take her lunch time, and Mom says that she takes a short lunch or short break, but then she continues with dusting and tidying up the kitchen, emptying and filling the dishwasher. She keeps very busy. She’s been exceptional.
We had no problems. I’ve communicated with the home office. I’ve spoken to a lady named Saundra and I’ve spoken to a lady named Clive, and whenever we had questions, they helped us immensely.

They do light housekeeping and companionship. They’re helping her on the therapy side with a little bit of exercise. They basically assist her on normal stuff like urination, any body disposal, and showers. The billing is direct to my credit card, so there’s no letter to be sent out; it’s automatic.

Paying for Home Care in Houston, TX
The Cost of Home Care in Houston, TX
The results of the 2020 Genworth Cost of Care Survey show Houston’s average costs of $4,290 to be above the state average, but below the national mean of $4,481. When compared to the nearest cities included in the survey, Houston is more costly than Beaumont’s $3,623 average fees and College Station’s $4,195. However, the city’s seniors typically save $95 per month — or $1,140 per year — when compared to Austin’s typical home care costs of $4,385.
The Cost of Home Care vs. Other Senior Care Options in Houston, TX
Home and home health care agencies provide similar services, such as housekeeping and personal grooming, with the latter also offering limited medical care delivered by registered nurses or therapists. However, the average fees for both services are identical at $4,290 per month. Adult day health services in local centers are the most affordable, at $1,138, while assisted living is the least costly option that includes accommodation with care services at $4,750. Due to the intensive levels of care provided with accommodation, nursing homes typically have the highest fees, which in Houston average at $5,627 per month.

Financial Assistance for Home Care in Houston, TX
Given the high cost of in-home care, many people use one or more forms of financial assistance to cover the expenses. Below, we explain some of the most common sources of financial help for paying for in-home care. If none of these options are available to you, you can reach out to your Area Agency on Aging or Aging and Disability Resource Center to learn about local resources.
Long-Term Care Insurance: Long-Term Care Insurance covers expenses related to senior care, including in-home care. Depending on the policy type, beneficiaries may receive a cash payment to use towards long-term care or reimbursement for qualifying long-term care expenses. Note that there are limitations- typically a maximum benefit of $150 per day- and exact coverage terms vary depending on the exact policy, so always check the details.Medicare: Medicare does not cover in-home care because it is classified as custodial, or non-medical, care. However, some Medicare Advantage and Medicare Supplement plans, which offer expanded benefits, may cover in-home custodial care.Medicaid: Medicaid coverage of in-home care varies between different states because it is not a federally mandated benefit. Currently, all states cover some in-home care either through their standard Medicaid or a waiver program. The specific coverage rules are set individually by each state.Veterans’ Benefits: The Aid and Attendance benefit is a monthly cash payment that beneficiaries can use to pay for senior care, including in-home care services. To qualify for A&A, Veterans must already receive the VA pension and meet several additional requirements, including needing assistance with the activities of daily living.Contact the Department of Veterans Affairs to learn more.Reverse Mortgages: Home Equity Conversion Mortgages (HECMs) are federally insured loans that are available to homeowners age 62 and over. Reverse mortgages allow you to access a portion of your home’s equity in cash, tax free. Many seniors use reverse mortgages to finance their care expenses, including in-home care. Note that although there are no monthly payments due on reverse mortgage loans, borrowers do have to repay the loan once the last surviving homeowner passes away, moves, or sells the home.
Free & Low-Cost Home Care Resources in Houston, TX
Houston’s seniors can access numerous programs aimed at helping them age safely and comfortably within their own homes. The following list includes samples of what’s available in Harris County and Texas. They can help seniors struggling with some daily tasks get fresh meals daily, others facing excessive energy costs reduce their bills and those who own their homes benefit from some tax exemptions.
Interfaith Ministries for Greater Houston delivers nutritionally balanced meals five times per week to seniors throughout Harris County unable to make their own or have someone cook for them. All meals are prepared on the day of delivery and frequently cater to specific dietary requirements. The nonprofit can deliver meals on weekends for particularly vulnerable seniors, in addition to breakfasts for the entire week. Interfaith Ministries also delivers food for pets.
Houston residents aged 60 and over with incomes on or below the federal poverty guidelines for their household size can apply for support from the Texas Weatherization Assistance Program. For 2021, the poverty guideline for a one-person household, before taxes, is $19,320 per year. The program's purpose is to reduce seniors' energy bills by making their homes more energy-efficient. Based on the results of the home's audit, this may mean insulating walls, crawl spaces, and attics, replacing irreparable doors and windows and fixing faulty boilers and furnaces.
Harris County residents aged 62 and older can get help from the Home Repair Program if they are unable to cover repair costs from their own funds. To be eligible, their countable assets, as of 2021, should not exceed $40,000 and annual income be no more than 80% of the Texas median income — in the case of major repairs — and 50% — for minor repairs. Work can be funded by low-interest loans or grants, depending on the applicant's level of income.
There are several tax exemptions available to seniors who own the homes in Harris County in which they reside. For example, those aged 65 and older receive the school district exemption of $10,000 automatically. Also, their school taxes won't increase unless their home is modified. There's an optional 20% exemption for all homeowners too, and veterans registered 100% disabled because of their military service can claim 100% tax exemption on their homes.
Determining Your Loved One’s Need for In-Home Care
Aging can be a difficult process, and loved ones may not always ask for help – often times it’s up to their family to evaluate their need for help around the house. Frequently Asked Questions
What should I look for in a good home care agency near me in Houston?
The first task before comparing home care agencies in Houston is to write a list of the services needed. Each agency is unique, with some offering more comprehensive care than others. The next step is to ensure the agencies on your shortlist are licensed and certified to offer home care services in Houston by checking their status with the Texas Health and Human Services Department.
Once you’re satisfied, read reviews by current and past customers on Caring.com as these will give you a feel for the agency’s approach to care and customer service. When you make a call, be sure to ask lots of questions, particularly relating to staff recruitment and training policies. Does the agency conduct comprehensive background checks? Is training ongoing — keeping up with industry improvements and regulatory changes?
What is the difference between in-home care and home health care?
Agencies offering home and home health care services share some similarities. The former’s services can include something as basic as companionship, with the caregiver escorting the senior during grocery trips, for example. However, it more commonly involves care inside the home too, such as making meals, basic housekeeping and personal grooming, which often includes dressing and bathing. Home health care agencies additionally provide some medical services that can be delivered in the home, such as intravenous injections and physical therapies.
How do you pay for senior care at home?
Private pay is the most common method and usually involves the senior using their savings and liquidizing their assets to meet home care fees. Seniors on low incomes who are eligible for Medicaid can apply for support from the program. U.S. military veterans who qualify for the VA pension may be able to apply for a Housebound Allowance. Due to the complex rules surrounding the application, it may be beneficial to get help from a free nonprofit service that aids veterans, such as VeteranAid.org.
What is in-home respite care?
In-home respite care is support provided within the senior’s home by a qualified caregiver. Houston’s Home Health Department manages a Caregiver Support Program, which, in addition to providing caregivers with information and advice about their roles, can also supply, on a temporary basis, in-home respite care. The purpose of the service is to give unpaid caregivers the opportunity to catch up on aspects of their own lives they may be neglecting because of their caregiving duties.
Assisted living homes vs. home care: How to decide
The decision is likely to come down to whether the senior considers living in an assisted living facility more enjoyable than living at home. This is because both options provide basically the same services, such as caregivers managing medications and providing housekeeping and personal grooming services. Living at home enables the senior to enjoy home comforts with regular visits from caregivers, while assisted living allows for 24/7 care and socializing daily with other seniors.
