With a population of 593,490, including 80,700 seniors, Baltimore is one of the nation’s 30 largest cities and an ideal location for assisted living residents who want to enjoy an active lifestyle. Located one hour from Washington, D.C., and two hours from Philadelphia, this historic seaport is famous for its crab shacks, Civil War battleships and a world-class aquarium. Many of these attractions are housed in the rejuvenated Inner Harbor, which is a popular destination for sightseeing, outdoor concerts and community events.
More than 300 assisted living facilities are located in the Baltimore area, which gives seniors a wide range of options depending on their budget, preferred amenities and personal care needs. Assisted living facilities provide a maintenance-free lifestyle geared toward older adults who want to stay active but need occasional assistance with bathing, grooming or chores. These services cost $5,000 per month in the Baltimore area, which is on par with the statewide average but slightly higher than the national median.
This guide features information about local assisted living fees and compares those rates with costs in nearby cities. It also includes a directory of community resources that can help with long-term care access and financial planning.

We chose it for my sister. We liked the people there, the atmosphere, the pricing, and we worked with them to make it affordable. It was just the actual place and the people more than anything else that made us choose it. We’re getting a studio, and it’s large enough to have a bed, a sofa, a kitchenette, and a bathroom. We tasted the food, everything was good, and delicious. It was not super high-end, but it was fine.

I liked Lighthouse Senior Living at Hopkins Creek, I thought it was very nice and pleasant. The marketing director gave me a wonderful tour. It seemed a lot bigger to me than it looked from the outside. I liked that they had a couple of different rooms, different types, and styles of rooms. I like this facility better than the other one I toured, but it’s just relative. I thought it has more open spaces in the building itself, and the furnishings were more set up for and conducive for people to gather as a community there, and talk and chat. It’s very clean, very excellent and set up better to me than the other place. It’s funny because I read their reviews online, and I wasn’t as impressed with one of the bad reviews, but I decided to keep an open mind and I like the Lighthouse better. The staff was introduced to me as we went, and a couple of nurses and a couple of other people like the activities director. The activities were listed, there were numerous activities that I could be involved in. It just seemed like it was a more active community.

Chemell and her staff have provided quality, professional care to my Uncle who suffers from multiple major health challenges. Chemell runs her facility with professionalism, empathy, compassion and attentiveness to the needs of the patients/residents that reside there. I’ve witnessed this first hand, as I’ve conducted weekly visits (often unannounced) to her facility to check on my Uncle. When I initially began my extensive search to find the right long-term care assisted living for my Uncle, I was referred to Chemell’s facility. I took a tour, met Chemell and her staff and I was convinced that this was the right place for my Uncle. The facility was clean, beautifully decorated and just felt like “home.” I knew this was the place for him. Fast forward several months, and Chemell hasn’t proved me wrong; as a matter of fact, she has exceeded my expectations. My Uncle is happy, healthy, and being cared for with love. I highly recommend God’s Way Assisted Living to anyone searching for a place that their loved ones in need of care can call home and genuinely be taken care of and treated like FAMILY!

Kind Heart Assisted Living was very pleasant. It’s a nice location, it’s clean, and very satisfactory as an assisted living place. The owner works full time as a nurse, and he’s started this up on his own. He’s very professional and very outgoing, and very concerned for his residents. He and his wife alternate on weekends, while the other lady is there full time during the week, so there’s always somebody there for them. The rooms were on the smaller side, but they’re clean, pleasant, and everything’s newly painted and updated.
The first floor is like one big large space. One corner had the dining table near the window, which was bright and sunny, and there was a big TV and a comfortable couch, then the kitchen was part of that room in the other corner. It was a big and very modern looking kitchen with a huge freezer and new refrigerator.
The whole place looked new inside. The building itself was older, but nowhere near as old as the ones near it. They have a calendar of activities where they can have games on different nights, or they can just watch TV. I could highly recommend it for someone who needs some assisted living.

I didn’t see any food cooking. She told me that they had a place where they had fresh fruit all the time, and she showed me everything, and she was very open with her tour. I like what she said about how they assist the residents, no matter what, even if they are a little independent. I just didn’t like the steps, they were kind of steep.

They had plenty of ambulatory people and only had two people that needed assistance in that house. So, everyone else was independent.
I put my father in there because they had a nice and bright front room for my dad. The light coming in was very nice, with multiple windows and spacious areas, but at one point they moved my dad out of that room to a small, dark back room by the bathroom, and never asked my approval for that. Some valuable jewelry, and things that were to be handed down to my brother and his child, just disappeared too. I asked for a care plan from the owner and also told him that he should not have moved my father from that front room, but he got really angry about it, and he decided to put my father out during a pandemic and said they could no longer handle him.

What to Consider About Assisted Living in Baltimore
Residential facilities that provide housing, personal care, recreational activities and health-related services in Baltimore are licensed and overseen by the Maryland Department of Health, Assisted Living Unit. This agency regulates hundreds of assisted living facilities statewide.
Benefits and Drawbacks of Assisted Living in Baltimore
Baltimore ranks as one of the nation’s 100 most livable cities. Assisted living residents enjoy history, professional sports and easy access to the beach. The community also scores points for its elegant architecture, unique neighborhoods and diverse nightlife.
Local seniors can take advantage of several public transportation systems. CountyRide provides transportation for medical appointments and essential errands, and the Maryland Transit Administration has reduced fares for disabled adults and seniors aged 65 and older.
Cost of living is an important consideration for retirees, and Baltimore fares well in this department. Health care costs are about 10% lower than average, housing is very affordable and the overall cost of living is about 12 points lower than the U.S. median.
According to BestPlaces, Baltimore is more comfortable than most parts of the state. May, September and October are the most pleasant months, and January is the least comfortable with periodic snowfall and lows that drop into the upper 20s.
Property and violent crime rates in Baltimore are roughly double the national average. Fortunately, local assisted living facilities have a variety of integrated security features to protect residents and ensure that seniors can call for help in case of an emergency.
Baltimore received an F grade for ozone and a B for 24-hour particulates, according to the American Lung Association. Poor air quality is more likely to affect seniors and adults who have COPD, lung cancer or heart disease. Staying indoors may be the best option on certain high-pollution days.
Paying for Assisted Living in Baltimore
Assisted living facilities in Baltimore charge $5,000 per month. These rates are on par with the state median and slightly higher than the national average.
The Cost of Assisted Living in Nearby Cities
Baltimore is a moderately affordable location for assisted living. Estimated costs of $5,000 per month are on par with the state median and $700 higher than the U.S. average of $4,300. Prices in Hagerstown are $500 lower, and seniors in Cumberland save $335 per month. However, assisted living facilities in Salisbury charge $500 more per month, and those in California charge $6,200 per month, an increase of $1,200.

The Cost of Other Types of Senior Care
Averaging around $5,000 per month, assisted living provides a competitive value when compared to other forms of long-term care. Although home health care costs about $43 less and homemaker services are approximately $330 cheaper, seniors are still responsible for housing and other essentials. Adult day health care costs just $1,896 per month, a savings of roughly $3,100, but it only includes daytime care. Seniors who need more advanced support may seek admission at a local nursing home. Nursing home prices start at $11,984 for a semiprivate room, which is more than double the cost of assisted living, and a private room in a skilled nursing facility costs approximately $12,805 per month.

The state’s Service and Benefits Program provides free consultations to help veterans and their dependents or survivors access state, federal and local benefits. Service officers review eligibility for VA health care, long-term care, financial benefits and cemetery programs. They also help with pension claims and appeals that can give veterans access to benefits that are designed to help with the cost of assisted living or personal care.
